    I am not allowed to make a new thread. This is in Library->Other Fandoms->Naruto. It says I lack privileges or my account is not activated. I am able to make a new thread in General Discussion though, so I'm a little confused.

    Make threads in For Review, and if they're not nuked into the ground, they get moved to the appropriate Library subforum. C'mon, this is basic DLP, you should know this.
