I know i'm probably shitting over an easy question as this but...

Does this mean my process runs at 2.21GHz x2?
    Or 1.105GHz x2.

I've always been a bit confused at this part of specs.

Each core of the processor runs a 2.21 Ghz.

A dual core processor is simply two processors packaged in the same 'package'. Depending on the processor, they could share cache memory.
