If you'd noticed in the past few days, the forums have gone down and not come back up until I returned home to manually fix it. I've finally found the issue, and the forums should be running more quickly overall as well.

If you're interested in the technical side of the problems, the problem was the webserver configuration. Litespeed Webserver (what DLP uses) has a configuration section for External Applications (e.g. PHP). In the configuration, I have it set to run a single parent process with 25 children. For the maximum number of processes, I had it set to 200. It not specifying, I thought it was 200 PHP processes.

After speaking to the developer of the webserver, I found it was for overall server-wide processes. Normally this wouldn't be a problem, as I don't run 200 processes. However, due to a DNS issue and Apache, there were quite a few defunct (zombie) host processes. This adds to the total number of processes, and thus the webserver stopped PHP.
