I'm not having a go at you, I just don't think Vaimes's response was particularly weird given the circumstances.

This is probably true in this case but not in general? Scum have an incentive to obfuscate what they're doing around deadline so we can't figure out who they really wanted to lynch, and doing busywork like an ISO is a good way to do that.

I don't think dyachei is doing that in this case though. See above, she's pretty committed to Citrus lynch and is making that very obvious.
