    While the babe thing is an obvious factor, she is also one of the few characters we really see change and grow in the series, like Neville. She is arrogant, aloof--a snooty French girl-- when we first see her, seemingly the typical hot girl that looks down on everyone else. Even when she hooks up with Bill 'the hot Weasley' it still just seems like the hottest characters end up together cliche.

    However, she puts up with Molly, Ginny, and even Hermione to some extent all being awful bitches to her and never calls them on it. She goes out of her way to try to become a part of Bill's family, even as Molly is trying to interfere by shoving Tonks into the middle of things. When Bill is mauled, she handles it better than Molly (who whines about how he had been such a handsome boy) even though it's her soon to be husband that had his face torn to shreds.

    And despite the fact that a wedding is supposed to be the bride's big day, she allows Molly to get her way and control the entire damn wedding because she wants to accommodate Bill's family as she knows how important they are to him.

    The disdainful snob who looked down on Harry as a little boy is a huge cry from the incredibly patient and caring person in the last two books.

    Not to mention, our first impression of her was really when she was in the midst of a great triumph (being chosen as a champion) only to have that fouled by the addition of a fourth champion. At that age, I think I'd have had a problem restraining a negative reaction.

    Pretty much every other interaction we saw was positive. Her happiness over Harry saving her sister from the lake, everything that happened in the last two books. I think the first impression was deeply flawed, it's unfortunate it colors her entire character (in fandom at least.)

    The impression people had of Harry internationally was most likely one of an overrated celebrity, or perhaps a child with a black belt.
    Since Voldemort basically never left Britain, it's doubtful many other people realized how powerful he was, and even more doubtful that people were sufficiently afraid of him to irrationally ascribe his defeat to a child. They also quite possibly didn't hear about Harry's subsequent adventures, or if they heard about them, it's possible they would dismiss it as the same sensationalist journalism. Whether or not an impartial jury would select Harry, the international champions would have no reason to believe it.

    Except he's "the boy who lived" not "the defeater of Voldemort." His survival of a curse that was impossible to survive was the bigger reason as to why every child in their world knew his name. We also see a few Durmstrang students stop, stare, and even point at his scar.

    Fleur was being snotty. She had a few moments like that. Like when she looked down on Yule ball/Hogwarts Christmas decorations and when Molly was listening to Celestina Warbeck. It's part of her charm and made scenes with her enjoyable.

    Many people in Britain did not successfully make this distinction. When Harry was a child, a wizard he had never met bowed to him in public. Basically, when Voldemort died, someone had to be responsible and since everyone else in the house was dead, it fell on him. The Durmstrang students, by contrast, treat him as a curiosity, which makes sense given what they've heard about the fact that he survived a killing curse and the fact that they study dark magic.
    Well yes, no one's disagreeing with the fact that she's being snotty, it's just that in the specific instance when Harry's name comes out of the goblet, there's a case to be made she was being justifiably snotty.

    bullying, or acknowledge that on top of bullying random people, they were also dicks to their friends e.g. wormtail, who they called wormtail.

    He's called Wormtail because a rat's tail is pink and segmented like a worm. It's not an insult any more than "Padfoot" is.

    Now, nicknaming your werewolf friend "Moony" when, as his boggart proves, that's his worst fear? That's insulting.
