You have read the books, right? The ones where it states that he owns nothing but shitty hand-me-downs from his lard-ass cousin... Vernon and Petunia don't exactly take him out to buy Armani suits and he can't even buy his own school supplies since 'it's too dangerous'.
That's part of why the shopping trip became a staple of HP fanfic; because Harry's never owned a single nice thing in his life other than a pair of brooms.

As for why he's not wearing robes instead of muggle clothes... Mrs. Weasley, herself, set his clothes out for him that morning, stating, "I've ironed your best clothes..."

What were those clothes? Jeans and a T-shirt. So if robes would have been more appropriate, his must not have been fit to wear. Turns out he's more dressed up in the movie than in the book.
