I think another important factor here was that Amy was the very first person in the game to claim (after myself) and therefore didn't know who they were going to up against, is slightly less likely to fake claim there since say if they're up against Fonti/Gemma they just get instant yeeted. Probably more likely to wait until they've seen at least /some/ claims there as mafia.

Whereas Tom claimed straight after Amy, and knew that he could go 1 v 1 against her.

 

I think Tom knew he was always chainyeeted after Cuth and that’s why he claimed early.

Plus, I want this game to be easy.

The world of tom/Vaimes organising that switch together that you brought up early is maybe something worth not entirely discounting but think the last is more probably in Waco/Dels.

 

Oh and Amy/Dels are very probably not w/w so if we're wrong on Tom probably just yeet Waco?
