Interesting that the Minister is ‘appointed’ as going by that Nobby Leach entry. Begs the question, appointed by whom?

That is mentioned in the Article, they are appointed by the magical community, in general through an election.

Who offered Dumbledore the post, though? The Wizengamot? The incumbent Minister? The heads of the ministry departments? Apparently someone(s) have the authority to appoint a Minister without an election, even if that's the traditional way.

It seems to be more of an emergency measure (probably during the first blood war) as current Ministers were likely getting assassinated or compromised on a semi-regular basis. As for who made the offer? That probably depends on things like the lines of succession or if political parties of some sort have to nominate candidates to stand for the position.

Remember it's a town sized population, so the public opinion in that regard should be easy enough to estimate and the Wizengamot probably just has a brief discussion and apoints the obvious choice to deal with the current crisis, which in the case of Voldemort simply happened to be Dumbledore, or Scrimgeour as Head Auror..

My impression was that that happened during the first war. By the second, I don't think Dumbledore was being pursued as a potential Minister (especially following Fudge). One of the reasons Fudge turned on Dumbledore so dramatically was because he was insecure about his position since he only had it because Dumbledore turned it down in the past.

Yes? Dumbledore was offered the position during the first rise of Voldemort, and it seems likely to me that it was done for Scrimgeour during the the second rise for the same reason.

In Riddle's interview for the DADA position, it's mentioned that Dumbledore has already been offered the post of Minister three times. So, definitely before VoldWar I. It takes place around 1957.

Right, I forgot about that. I guess that must have been shortly after he defeated Grindelwald.

Why would offers of the Minister of Magic post be connected to Grindelwald anyways? The man pointedly avoided Britain in his campaigns, so resisting him isn't the job of the British Minister in the first place. Him accepting that role and him agreeing to challenge Grindelwald are unrelated propositions.

Because Dumbledore has just defeated the most powerful dark wizard who ever lived and achieved world fame.

Seems kinda obvious why the ministry would want such a man as their leader.

But that's not an emergency measure as you suggested, the emergency is over at that point.
