Realism is difficult to grasp. Quite a common failing of authors.

Yeah, he can throw the Imperius off, The Veela allure...but doesn't anyone find it strange he is that strong when he absolutely sucks **** at Occlumency, the very practice which is supposed to help against the allure and Imperius?

Well, to be fair, he hasn't ever displayed enough initiative to be able to do well with Snape's teaching style. Also, it's important to note that Occlumency is more keeping people out and/or redirecting them, as opposed to directly fighting their intent.

That said, yes, it is a plot hole. The entire series is nearly one big plot hole. JKR is worse at continuity than Berman and Braga. Or maybe not.

I think Harry only got immunity as a Triwizard champion. Notice how Cedric and Krum are never shown falling all over Fleur, even during the Second Task when she's in a swimsuit?

 

Cedric alreadly had a girlfriend, and Krum liked Hermione at the time so, perhaps they preoccupied their minds with something else other than the half-naked veela in front of them.
