That was the solution Draco664 used in one of his fics, I do believe. Harry paid to have all the werewolves flown around the world once a month, I think. Whether or not it's a valid theory, I have no idea. Common sense says it would be a solution.

The Homophorus charm is described as being incredibly complex. I doubt many wizards could perform it. Though werewolves being feared at all is rather silly, since compared to wizards they're pretty weak. I think most fear of them stems from the fact that they're cursed - fear of becoming a werewolf yourself, rather than fear of the actual creature.
