Just saw these. You're not far off actually, Cubone was meant to be a Kangaskhan infant that wears it's dead mother's skull as a helmet, however at the last minute they decided this was too hardcore for a children's game and changed it.

I know Cubone still has that back-story but at least now you don't see it tucked up in it's pre-skull days inside mama's pouch and instead it and baby kangaskhan are entirely different pokemon.

Can't remember the source, so this may be entirely wrong but it's the only theory that stuck around in my head as plausible.

 

And it was hilarious. Tentacle rape joke in her first appearance, and now gore in her second. I sense good things ahead...
