He can sense negative emotions. The Sage probably gave him the task of 'cleansing' the world of hatred, or some other bullshit, so when his Kyuubi-senses go haywire, he appears and starts laying the smack down.

It'd be hilarious if this actually happens.

It's like a LOTR-Naruto crossover I once opened by mistake. Kyuubi's got a name and the Valar sent him to keep a watch on Melkor, iirc. Naruto is Aragorn's heir of course (many hundreds of generations down) and Madara is Melkor's agent.
