    They are identical twins, thus whenever George sees his reflection, it's that same face. And he wants his brother(Fred) back, so that makes every mirror the mirror of erised.

    it presents two problems: one, George is missing an ear while his brother isn't, and two, in every instance we've had of a user of the Mirror, they were still in the image, they were merely surrounded by what they wanted. Harry and his family. Ron and his power trip. Dumbledore and his socks. So George would see himself /and/ his brother.

    Or, alternatively, he could be wishing that he had died and his brother had lived (which is what I thought). That is, admittedly, a bit more morbid than simply wishing for Fred back, and it doesn't account for the ear thing, but it is what I interpreted the image as.
