That, or if there was no Death Eater around, he would know where they are via the Mark, and go where they are (or one of them is) to do the summoning.

But methinks the only time he'd be in that situation (with no Death Eater nearby) would indeed be when he was on some mission by himself. Otherwise he'd be with them, terrorizing or orchestrating some other thing.
