    I wouldn't say that Voldemort's effect was felt worldwide exactly, but that the public would love his story and his image very much. they don't need to have felt the Death Eaters oppression for that.

    Maybe he likes her? She's perfectly willing to bash Dumbledore, Potter, and the rest of his enemies. She's potentially demoralizing to the Order and could possibly inhibit them politically.

    In short she probably gets on the nerves of the good guys more than the bad guys, and maybe Voldemort sees that. Or maybe she's just beneath his notice. Or maybe she's incredibly quick at turning into a beetle and escaping, who knows.

    She might say that You-Know-Who is evil or Death Eaters are bad, but anyone in journalism is going to say that.

    The british minister could bully out the Chief Warlock of the International Confederation of Wizards.

    The headmaster of Durmstrang is an escaped death eater.
    Generally, Madam Maxime is shown as a peer of Hagrid, Kakaroff as a peer of Snapes. Both below their counterpart in britain, Dumbledore.

    Well that and general lack of international response - it can't be that hard to escape from britain and go to the mainland - leads me to believe englands basically the center of the magical world in canon.

    They wanted to restrict the usage of the large, gaudy, American, gourd, in favor of a return to the traditional turnip Jack O' Lantern.

    Unfortunately, it resulted in too many self-inflicted knife wounds, seeing as turnips are the next hardest substance to adamantium.
