I don't think it was ever mentioned in canon.

 

Considering Durmstrang did not accept muggleborns, they might not have informed people at all. There could have been some sort of application process, wherein they presumably accepted anyone of satisfactory blood purity who could afford whatever the tuition was.

 

Beauxbatons enrolment is handled via casting couch.

Supposedly, he had "blank eyes" after Harry's spell removed his mask in DH.

 

I'm not sure about him being "Imperiused" but he was certainly put under the Imperius Curse.
