That's very much not the case. There are far more factors at play than quality in what product wins out: cost and ease of manufacture, for example.

That said, I'm moderately sure the wizarding world does use both parchment and paper. The existence of bound books implies they use paper for that, if nothing else. Either that or there are magical ways of preparing parchment that make it work well in books.

 

That's why I said "as much as possible". We don't use parchment even when cost and ease of manufacture doesn't play a role though.
