The best girl for Harry is Cornelius Fudge's daughter, a seventh year Hufflepuff during his fifth year. That she is best friends with Daphne Greengrass and Tracy Davis only reaffirms her loyalty, which transcends house rivalries and is a key part of her character. She is meant for Harry, because she knows how crooked her father, and while she can't outright act against him, she wants to prepare Harry for what is coming in the form of Umbridge.

Together, they work for the good of the students, preparing to teach them all that they can. It's really a ridiculous question since it's so subjective.

JK obviously thought that Ginny's attitude and personality were what Harry needed (or she just got lazy and realized a vocal majority of her fans wanted Harry/Ginny).

Fans of Harry/Hermione believe that Hermione has always been there for Harry and is his true best friend (and looks like Emma Watson) therefore they should get married.

Harry/Luna shippers like her personality and the fact that in a sense she's just as damaged as Harry.

Personally I like the less common pairings, I know it's been said, but a character like Gabrielle Delacour or Daphne Greengrass are basically OC's with a vague outline (French, part-veela, younger sister to Fleur Weasley // Pureblood sister-in-law of a former DE, JKR has said that Astoria wasn't well-liked by Lucius/Narcissa b/c she wasn't prejudice against muggleborns, so it gives an idea of how the Greengrass girls were raised). I've always liked this because you have some tease of how the character is supposed to behave but nothing else has been fleshed out, which, in my opinion, gives a character like Padma Patil more versatility than a character like Hermione, who's opinion we've heard on every topic.
