    Well this is embarrassing..how do I message you? Found you but couldn't add as friends as your list is full apparently.

    Also I haven't bought a game from steam yet..so that might limit my joining and gaining of friends?

    Great thing about the DLP Steam group is the Secret Santa every christmas. :p

    Even if you don't have the cash to put much into it, people have been remarkably generous in the past with what they've offered up for others to enjoy. I've benefited a ton in the past, and plan to contribute more this time around.

    It's to limit the people who abuse the Gift system with free sock puppet Steam accounts. It seems like a reasonable limitation to me. I think that Steam have certain trade restrictions in place too for low value accounts for presumably similar reasons.

    Pretty sure it counts games for their full price too so $100 is pretty low all things considered, and eminently reasonable.
