If owner claims there is a scum!RB d3 just lynch her and if she flips town then conf scum!RB.

If owner has a report d3 then we have report info to work with. Can still lynch her on d3 to find out if report is genuine or not.

You're also forgetting that if scum don't have RB they will be faced with the difficult situation of allowing owner her check or killing her in the night when she's prime mislynch bait anyways.
