I did some quick calculations just to see in what range the numbers would be. (Anyone who knows how to do physics, feel free to bash this hackjob.)
If you assume 3*10^29 J kinetic energy and 2.5g mass, then the semen travels with a speed of (1 - 2.8*10^-29) * c.

E = m c^2 gamma
m = 2.75 g
m c^2 = 2.5 x 10^21 erg
E = 3x10^29 J = 3x10^36 ergs, so gamma = E/(m c^2) = 1.2x10^15.
gamma is defined as 1 / sqrt( 1 - v^2/c^2).
After a bit of algebra, you get v = c sqrt(1 - 8.2x10^-16), or, Taylor expanding,
v ~ c (1 - 4.1x10^-8 ), 40 parts in a billion from c: still hyper-relativistic, but not quite as extreme as you've shown.

Incidentally, because of time dilation, a sperm cell that would normally live for around an hour outside a body would survive for gamma * 1 hour = 1.4x10^11 years, about 10x the age of the universe.
