Oh believe me, don't really want that to be a long rambling fic. It wouldn't have to be to create vivid character. Good writers can create character in a paragraph. I'm just saying that for a one shot, whose whole purpose seemed to be to explore Petunia and her relationship with Harry, and thusly her connection to Lily, well it fell short.

And I'd argue that just because Petunia is bland, the writing shouldn't have to be. This is supposed to be fiction, and it certainly wasn't structured to be an allegory.

Right you are. It's your opinion and you're entitled to it. There is no such thing as overly harsh criticism, least of all here on DLP.
