I am inclined to say we know of Havoc and Berkley as Death Eaters. Who'd defend Havoc if not a fellow evildoer.

A sudden surge of votes for someone who hasn't expressed and dark traits is kind of disturbing. It's almost like the Death Eaters are supporting a bandwagon.
