    I reread Small Favor not that long ago and somewhere in there, just after he meets with Mab I think, HD says that there is someone playing games because the Gruffs attacked him before he was Winter's emissary. I'll take a look for the exact page sometime.

    Maybe Mab caught wind of something happening and made Harry her eMisarry in the matter? If it turned out to be nothing no harm done, except for the Brothers Gruff in this case. But that's just speculation, you point stands.
