My Samsung Ultrabook refuses to load. It happened yesterday and when I refreshed it it loaded but the same thing has happened today.

It turns on, everything lights up but eventually it goes tt a blue screen that that gives me options to try and fix the problem.

So, what's the cheapest, easiest way to fix this?

 

Cheapest? Run recovery mode to reinstall Windows. You'll lose all your data and programs but you'll have a clean working installation of Windows.

If you want to keep your data; use a USB boot disk like Hiren's BootCD to access the files and copy them to somewhere else. Then run the recovery.
