Yes, the path to hell is paved with good intentions...
She wasn't really there, she had lost her mind, was a bit crazy/insane etc.
She had seen too much and tried to change things (well, not really a good thing for those who would have suffered), but it didn't work.
Dresden said it himself that he was sorry for her death, because she wasn't evil, she was one of the most human fae (maybe that was the reason for her ideas *shrug) and tried to change the world for the better.

I wonder when we see that one Dragon again from Bianca's party
(it was damn cool how he could use only Harry's first name and still have such an effect),
could be pretty interesting how he will (because I'm sure he will) come back,
bad guy, good guys or neutral...maybe his own side?

And maybe we learn more about all the other who signed the Underseelies ...(I forgot the word...something with A...).

We know something about the Faeries, the Vampires, the White Council, The Lord of Blackened Denarian (SP?), Marcone, Some nearly immortal shapeshifter and Ivy.
The church and the Knights of the Swords aren't part of this...

I bet the dragon is on the black council or has a major part in the shit that has been happening.

A quick list of who has signed the Unseelie Accords as a freeholding lord, as of White Night:

    John Marcone
Donar Vadderung, CEO of Monoc Securities
A semi-immortal shapeshifting guru in the Ukraine
    Two dragons
Drakul (the original dracula, not baby Vlad (in Dresden's words) - may be the first vampire considering the myths about him)
    The Archive
13+ others all over the world

The others would probably be the major powers, like Envy said. I don't think there even is a Lord of the Denarians (outside of Harry Potter of course :p) and I'm not sure they're part of it anyway... The Archive and the White Council are part of it so they would have to obey the Accords, which is what Nic counted on in Small Favor.

EDIT: Ferrovax seemed to be more of a free agent than part of the Council, though his gift from Bianca may be able to connect him with them... He's probably one of the freeholding dragons on the Accords too.

They are. It said so in Small Favor. Though, as Dresden said, probably not as the OotBD.

Most of the major groups or people are members of the Accords. But to people like the Denarians it doesnt matter. The Accords are all based on the rules of the old world. Honor, Respect, keeping promises, Loyalty. There are no actual consequences really. Just everyone of anyone of any importance knows that your word means nothing.

Respect and Honor mean alot to people of the Accords, or most of them anyway, especially the Sidhe. Thrice I say and done, all that stuff.

But they can do alot indirectly. Like Mab or Lea one said, My way of helping may be to break your legs.
Or how Lea said she would have protected Dresden by turning him into one of her hounds.

    Harry said that about Titania.

On subject, The OotBD aren't all that well known (Note how Harry didn't know about them). So, while there word is worthless, the average person who is a member of the Accords (random WC wizard A, for example) won't know that.

Hmm, maybe yes, maybe no. Remember how Bob reacted when he saw the Angelic Sigil in Death Masks? He pretty much shit a brick, metaphorically at least, granted he knows a heck of a lot more than the average Joe Wizard or Vampire but his reaction makes me think that they aren't quite as unknown as what you are saying.

Harry hadn't really heard about them, more like urban legends for wizards until he 'met' them and asked Bob, Michael and Co. about them.
They aren't really popular and well known.
The normal everyday wizard (if there is such a thing) will maybe hear a rumor about them once or twice, but nothing more.
It isn't like they go around and ask for members or anything.

The church knows more about them (well, the 'believing' part that is), but they don't make public (in the 'right' community) or anything.

The major people know about them. The everyday person wont have but I bet most of the White Council and the actual people who signed the Accords will know.

Meh, all the book titles blend together in my mind. But I definitely should have caught "Nobs".

Scenes that stick out in my mind the most:

-Demon attacking Harry's apartment in Storm Front. It was such a shock to see how different and dangerous this world could be.
-Final standoff with Harry and the loup-garou. Great imagery.
-Ferrovax putting Harry down just by saying his name, with Michael sh*t-talking the dragon afterwards.
-The frozen turkey of death, especially with the timer popping out!
-Thomas adding to Butters suspicion that Harry is gay by kissing Harry on the forehead and pouring his tea for him. Laughed my ass off!
-Harry going off on the ghouls in New Mexico. We get a glimpse of how dangerous he can be.
-Harry seeing Kincaid as a demon.
    -Siege of Artic Tor.
-Opening scene to White Night. Creepy as hell.
-The Archive showing the Denarians just how powerful she is.
-The great rapport between Elder Gruff and Harry. Also, Elder Gruff destroying Magog.
