Yeah. I could see plenty of stuff like wizards using the Imperius Curse to make muggles transfer over their life savings or have muggle women as "entertainment," and then using memory charms to cover it all up. It'd be pretty much impossible to prove unless you caught them in the act, since by all appearances Obliviation is irreversible.

Safely irreversible anyways. Voldemort cracks a memory charm on Bertha Jorkins.

Ultimately leaves us in a similar place, though. After all, not many wizards are gonna be running around checking to see if muggles have been illegally memory charmed in the first place. Plus most of the wizards who are moral enough to care about illegal memory charms on muggles would flinch at the idea of breaking a muggle's mind just to learn what happened. Not when it could just be a case of the Obliviators' paperwork getting lost in the system or something else innocuous.

Also, breaking a memory charm (even at a heavy cost) might be something only Voldemort or a similarly talented wizard could pull off. Which would obviously make it even more impossible to deal with.

Try replacing "muggles" with "anyone" because with unbreakable vows, magically binding contracts (hello goblet of fire), the Imperius and Cruciatus curses I'm surprised Magical Law Enforcement successful prosecuted any actual criminals. (add in memory charms and you have a few nightmare scenarios)

(To say nothing of the class "taught" by Hogwarts most prominent Death Eater)

Considering Hermione (as I recall) was relatively calm at the third task compared to the first, wasn't helping Harry at all at that point, and was "romantically" linked to Viktor Krum (you know the guy who was the favorite of the former Death Eater Headmaster from Durmstrang). Yeah I think Ronald was closer than he realized when he said Krum was using her. Considering she went on to marry the Ginger Bastard after he abandoned her (and Harry) in the middle of a war zone, the only honest relationship Granger had was her date to Slughorn's Christmas party. (Even if the Horcrux was affecting Ron that badly, I don't see a relationship recovering from that. Ever)

(To be honest though, Krum has always set off what I would call my "Big Brother Instincts" so yeah, I really don't like him. Not to fond of Ron either. No, really.)

Would not have been surprised to find out Harry wasn't immune/resistant to the Imperius curse, just already under Dumbledore's. If you can tell someone under the curse to think or not think a certain way (let alone not remember something) I can really see it having long-term effects. And if the Dursley's did turn Harry into a monster with their abuse (alternate path to the suicidal kid wishing for friends and love maybe), Dumbles would of had good reason put the Imperius on Harry.

    Cheaper than therapy or liqueur.

He left for like 10 minutes after a big arguement and then came back. It just so happened that Hermione and Harry decided to pack up and leave before he could come back. You've never stormed out, when a friend is pissing you off? Because I know I have. Not even adding in the effects of the horcrux. Honestly that seems like something easily recovered from.
