Short Answer: No.

 

Eye colour is determined by more than one gene.

Further, even if it was and it was recessive, this doesn't rule out Harry having green eyes. Recessive genotypes may be inherited from parents who do not have that phenotype i.e. James could have been "Hg" (a recessive "Green eyes" allele, and a dominant "Hazel" allele), while Lily "gg" (two recessive "green eyes" alleles). This situation would create a 50% chance of Harry having green eyes.
