Meh, I never really enjoyed Fleur in #4, and in general I find the movies to be a giant dissappointment, however, I think that comes from me absolutely hating books 6 and 7 with a passion, so I probably won't even see the movie.

I'll still maintain that Lively would make a better Fleur than Poésy. The reason Poésy looks more like a Fleur in those two pictures is that her clothing is more reminiscent to what we picture Wizarding clothing to be. Lively's clothes are muggle fashion and therefore portraying her hypothetical part as Fleur as worse than Poésys.

Lively is not the ultimate Fleur, but she's better than Poésy because of her looks. French accent can be faked.
