The funny thing is that it used to be so hard to get JKR to speak about Harry Potter. There were so many questions that people wanted answered but she was incredibly tight-lipped.

Now... well, she still doesn't really answer the questions we want answered (What are the other exceptions to Gamp's law? How many wizards are there? What happens to wizarding nations when Muggle political geography changes?) but she won't stop talking about other stuff.

 

She can't get any retroactive Woke-Points from questions like that.

 

It boils down to the fact that rule of cool and characters have always been the drivingforce of HP. Rules of magic or universe don’t really exist as anything but plot device for the characters to play with.

I highly doubt JK has a book or document laying out the rules of magic.
