No. The only mention of tax is in relation to the Riddle House, whose Muggle owners retain it for "tax reasons".

Is the cuisine noticeably different outside of beverages and confectionery? I can't think of a single incidence of a savoury meal being served which wasn't readily available to those of us who hadn't received our letter.

It's possible the sales tax is only on the muggle copy of the book but the text is quite explicit that it will be sold both in muggle and wizarding stores.

Likely, she was there with parents after her petrifaction, or before she became Krum's objective in the second task (that one might be worth looking into - who comes to get her and Ron and where are they asked to go?). But definitely after the hogwarts battle.
