Fortunately, this "story" clarifies that blood quills are indeed a torture device of Umbridge's own invention.

I'm not sure inventing things is actually that "hard" in the magical world. People seem to do it all the time. Adult wizards are expected to be able to improvise spells on the spot.
But yes, Umbridge is certainly not talentless. I expect she is quite average, with no particularly notable strengths.

Let's give some credit where it's due. She was the Minister's right-hand woman. Fudge was elected to office. I imagine that to land Undersecretary you must at least be competent.

She invented a pretty twisted torture device, she was capable of casting the Cruciatus Curse (I doubt that time in her office when she threatened to use it on Harry would have been her first) and she obviously felt confident enough in her skills/authority that she ventured into the Forbidden Forest led by two unarmed teenagers.

An evil bitch she was, but not incompetent.
