    It says in the article. Draco = dragon, rex = king.

    I don't really care either way about it myself, though it's good for a laugh.

    Dracorex is a completely appropriate name, considering it looks like a dragon. Draco is the latin word for dragon, and Draco Malfoy was named after this. Rex is king, thus the genus "King of Dragons". I'll admit, the Hogwartsia bit is rather pathetic, but even so it's a look into how deeply Harry Potter has become a part of our society. In a way, rather cool. Lame species name, but interesting nonetheless.
