both naruto and Kyuubi are always knda reincarned again after they die, well not persay reincarned i think but take other the role of representive character in an alternate world.
both were somewhat twisted i think and in the fanficition naruto was currently a girl and kyuubi male.


Second
Naruto form an own village and for the most part hides from the other villages.
As soon as they are discovered they are awaited to participate in the exams that determines where get the rank genin. At this point no one know who the hokage of the new city is. This changes as he takes his troups to help konoha against the invasion.
