Maybe he is just on the whole Little Red Riding Hood thing. Besides there is a strategy for biting kids instead of adults, you can instill the idea of your dominance when they are kids but adults may decide to challenge him.

 

I voted Dumbledore... I find some of his behavior around young children very suspicious. I also suspect it is why he does not speak to Harry til the end of book 5... They were going through a messy break up because Harry grew hair where there was no hair before, and Dumbledore lost intrest and started something with Dennis Creevey.
