    Where Dumbledore really trains Harry in dueling, politics, witch etiquette, Wizengamot and etc.

    By the Divining Light and it's sequel are solid. Very AU though, not sure if you're into that.

    Some other random fics that appear to fit the bill but that I can't really recommend (either because I don't remember them at all or, worse, I do remember them and still don't recommend them):

    There's also a trilogy somewhere (I think it covers years 5, 6, 7?) that has things like Ron leading troops from his broomstick and a handful of other flashes of scenes that I remember. IIRC Dumbledore took on a solid mentor role for Harry in that one. But I can't remember the name of the series and a quick search of my 'I've read this list' on ffnet isn't yielding it. And I'm not going through it one by one - it's too big. This is an older fanfic series though, I probably read it close to a decade ago.
