Uh, no. You're equating interesting characterization by their power levels. Jon Snow's lack of magic (or different magical abilities, if you want to be nitpicky) have nothing to do with why we find him boring. By that logic, we'd find Frodo/Samwise/Merry/Pippin boring in LOTR because they don't have teh awesome sword fighting skillz.

I can't believe this has to be said over and over but characterization has nothing to do with power!

Here's a rough litmus test for you to try out. Replace Jon with any other character's name (say Robb Stark), and you'll find that you can barely tell this is still Jon Snow.

In fact, if you remove what you know of Jon from ASOIAF< I think you'd find it very hard to assign character traits to Jon.
